Dover Housing Authority Board of Commissioners

TIMOTHY GRANFIELD                                                                                                                   
Tim is the Chairman of the Dover Housing Authority Board of Commissioners and a manager of Property Claim Analytics at Liberty Mutual. Tim completed his undergraduate degree in Finance in 2006 and his Masters in Business Administration in 2010,both from the University of New Hampshire's Whittmore School of Business. He also is a Chartered Property-Casualty Underwriter (CPCU). Tim has a unique perspective as a former resident of the Dover Housing Authority, and remains committed to giving back to the community and people that have supported him. He currently resides in Dover with his wife, two young sons and daughter.


MARK S. MOELLER                                                                                                                      
Mark is the Vice Chair of the Dover Housing Authority of Commissioners and an attorney who has his own law firm in Dover, NH.  Mark completed his undergraduate degree in Political Science at the University of Iowa and obtained a Masters Degree in Public Administration from the University of South Dakota.  In 1978 Mark received his JD Degree from the University of New Hampshire Law School (formerly Franklin Pierce Law Center).  Born in Northwest Iowa, he has lived in New Hampshire since 1975.  Mark worked as a Superior Court Law Clerk upon graduation from law school, and then as a contract attorney for the NH Division of Children and Youth.  He later became a partner at Cooper, Hall and Walker in Rochester, NH, then opened his own law office in Dover in 1998.  Mark has three children and three grandsons.  He has been a Dover Housing Authority Commissioner since 2006.

NOREEN BIEHL

Noreen  was born in Niagara Falls, NY and moved to the Dover area in 1976. She received a Bachelor of Arts degree in English/Journalism from the University of New Hampshire and a Masters of Science in Communication Management from Simmons College, Boston. She worked as a reporter for Foster’s Daily Democrat before beginning a 30-year career at Wentworth-Douglass Hospital, retiring as Vice President of Community Relations. She is the author of A Place of Healing, A History of Wentworth-Douglass Hospital, and has served on multiple boards and advisory committees in support of children and families in the community. Noreen resides with her husband Frank in Dover, continues to write and enjoy visits with her two children and three grandchildren. 
PATRICIA SILBERBLATT                                                                                             
Pat is a long time resident of Dover with extensive career experience in the construction and renovation of public and private spaces.  She is retired as the facilities director at Berwick Academy where she was responsible for the maintenance of the thirteen-building campus and grounds. Pat earned her undergraduate degree from Salve Regina University and her Master of Arts from Fairfield University.
